If the Speaker of the House is serious when she says this about the President, she should act as if she's serious. If she's not serious, she shouldn't say it. It's that simple.
If Pelosi's strategy is to shore up norms by avoiding a confrontation that would break those norms, then she needs to not be saying stuff about wanting "an intervention for the good of the country."
If it's your position, as Speaker, that we're in need of "an intervention for the good of the country," it's your job to stage that intervention. It's that simple.

If you're not willing to make it happen, don't say that you want it to happen.
Pretend that we're not in a constitutional crisis, if that's your strategy. Or declare a constitutional crisis and act accordingly. Those are are the choices.
There's room for acting more or less aggressively within the context of each of those two choices. But you've gotta pick a lane.
