This negative ad from Scheer is a direct result of Stephen Harper. I’ll explain.
The video images are copyrighted material, owned by the organizations who took the video or, more specifically, the person who did a video report.

Presumably some footage is from the editors floor, meaning it did not make it through the final edit for public broadcast.
The bar conversation with McKenna for example. It’s unlikely this footage ever made it to public broadcast. But as footage shot, it is still the copyrighted intellectual property of the journalist or media corporation that took it.
In Autumn 2014, Harper’s government was challenged by concerned political opposition. Harper planned to hide changes to the copyright act in an omnibus bill. The changes allowed political parties (namely CPC) to “steal” journalists’ material without permission or compensation.
The “stolen” copyrighted material could then be used in attack ads. Like the one above in the embedded thread.

Harper reasoned that politicians should be held accountable. His plan was to selectively offer out of context sound bites to embarrass and misrepresent their publicly stated and recorded comments.
This is the purpose of Canada Proud, run by the same people as Ontario Proud, who use this cleverly created loophole in the copyright laws to smear political opponents with “stolen” copyrighted material.
This is one piece of the damage Harper did to Canadian democracy.

Expect more of these ads. Canada Proud will be producing these and similar memes all summer in preparation for the fall election.
