Both @Google and @Bing elevate a feeder site (2nd/4th results, respectively) for a firm that writes research papers for students for a fee.

Why in the name of all that's holy are you doing this? Google search result for Bing search result for
My search term: "belief perseverance" (from 'a mind of its own', Cordelia Fine)

This ad (or one similar) is at the top of every page I viewed.

AND iresearchnet dot com contains NO information about ownership/sourcing which should lower its content ranking.

Google's ban on "academic paper-writing services and the sale of pre-written essays, theses, and dissertations" meant that these websites were treated as "unacceptable content" like ads for drugs, fake documents, "miracle cures", prostitution, tobacco and weapons.
BING ALSO EXPLICITLY PROHIBITS ADS FOR SITES LIKE PAPERHELP

Ban the AD but elevate a page with content that contains an "ad" to the TOP of search results? W.T.H. @Google? @bing?

Buying a paper does not "help" students learn.
Maybe PaperHelp teaches students how to game systems. Here's the explanation for why they don't use TurnItIn (hint: it's because their writers wouldn't be able to re-use material easily).

It was incredible.

Hugo Bettauer wrote the novel which was the basis of the movie. He was murdered in 1925 by a Nazi. Bettauer’s son emigrated to the US in 1938. His daughter lives in Seattle.

Affected: 2.3 million victims of hurricanes Harvey, Irma, and Maria and California wildfires in 2017.

What did FEMA release that it wasn't supposed to?
The breach - which is from the Department of Homeland Security -- includes not only personally identifiable information (PII) but also sensitive PII (SPII) which includes financial account info ... 20 unnecessary data fields.
Look, this is not new law: the Privacy Act was first implemented in 1974 (subsequent amendments).

What's new is the level of incompetence demonstrated by the Trump Administration.

The issue of #Google and the news industry is this: Google is a massive advertising company. They are part of a live experiment in changing communications and publishing systems, and doing it without much understanding of what will happen as a result of their actions 1/x
Along with other advertising companies (notably Facebook) that use mass data aggregation to reengineer and make the advertising business far more efficient, they have changed the economics of content production and monetization 2/x
(Google News (the product) could never have been built by the news industry, collectively or individually, because it only works as a result of all the *other* development done on the Google core search platform. Billions of dollars of engineering etc). 3/x

Citation counts come from OTHER RESEARCHERS. They are important, yes.

A metric like the “Kardashian Index” *MAY* be relevant in genome biology where the proportion of basic/translational science is significantly higher and no immediate bedside application for a general practitioner is there. (and I’m making an assumption here) #medtwitter #aua2019
When your #research is relevant primarily to other #scientists who are also writing research papers then citation counts do more wholly reflect the paper’s impact. But in clinical research, it’s different. Bedside clinicians are looking to the literature for guidance & new ideas.

2. The work that I’m involved in is aimed at the Program level, discipline level or School (department) level. The VLE/LMS normally involves itself at the Course level. There is often nothing at the higher levels. This is a gap in the learner exp that needs filling #PressEdConf19
3. By creating WP digital spaces at high level we can address a number of issues. A. we can create a ongoing community of practice that students belong to. Wenger, White and Smith describe this as a digital habitat. #PressEdConf19
