For those seeking further info, this was a hearing of the House Judiciary Committee's subcommittee on the Constitution, civil rights and civil liberties.

2/ The hearing was on "The Need to Reauthorize the September 11th Victim Compensation Fund."...
3/ In February the special master of the Victims Compensation Fund reported "insufficient funding remaining in the Fund to pay all current and projected claims at the same levels as under current policies and procedures."

4/ As of Feb, the VCF had awarded nearly $5 Billion on more than 21,000 claims, leaving about $2.4B for all pending and anticipated future claims filed through December 18, 2020, the VCF’s statutory end date. Including , 20,000 pending claims and amendments.
5/ As for which members of the subcommittee were not there at all during the hearing, a committee source tells me that only Swalwell and Reschenthaler didn't even do a check-in during the hearing. But others weren't there when Stewart noted all the absences.
6/ Perhaps more importantly, Reps. Nadler, Maloney and King (NY), Sens Gardner and Gillibrand (and others) have introduced legislation to re-authorize and fully fund the VCF.

"Never Forget the Heroes: Permanent Authorization of the September 11th Victim Compensation Fund Act"
7/ You can read the House version of the bill here, it has 306 cosponsors as of now

8/ The ranking Republican on the subcommittee, Rep. Mike Johnson, R-LA, who was AT the hearing when Stewart was there, is NOT listed as a co-sponsor of the bill.

Swalwell and Reschenthaler were not there, but they are both cosponsors.
9/ In fact, of the members of the subcommittee:

consponsors - Cohen, Raskin, Swalwell, Scanlon, Dean, Garcia, Escobar, Lee, Reschenthaler, Cline,

NOT cosponsors - Johnson (LA), Gohmert, Jordan, Armstrong
