One of the reasons a certain faction of Republicans embrace the Trump presidency despite knowing his manifest unfitness and corruption (and saying as much before the election) is their belief they can manipulate him into doing their bidding, like a war with Iran in this case.
Lindsey Graham cozies up to Trump because he knows that Trump knows nothing, trusts only his "friends" (meaning loyalists) and has no knowledge of history or political compass by which to make decisions. So...he works him like this, in public, on his favorite medium.
We have a government without a chief executive who can make informed decisions who nonetheless holds all the power of a chief executive and is easily manipulated by anyone in his orbit be it a foreign dictator or a warmongering U.S. Senator. Incredibly dangerous times.
Once Trump is gone I'm sure all the stories about how narrowly disaster was avoided will start to come out, but right now, we just look lucky that this unbelievable dysfunction hasn't caused a sudden catastrophe. (Plenty of ongoing catastrophe, though.)
