WRT to "grand jury material" under F.R.Crim.P. 6(e), yes -- but Congress already has Mueller's 302s, which are the most important part, and can get GJM after the impeachment inquiry begins. But the "i-word" isn't so helpful re: stuff Mueller didn't address (eg tax returns)...
... and THAT info, which is obtainable under Congress's oversight + investigative powers, may yield more impeachable details than Mueller/Russia. So Pelosi's fighting to assert oversight/investigative power, reserving impeachment for once the case is built.
