Cruelty is the point.
Guys, ICE does not have the capacity to remove any more people at a rate greater than they do currently. There's 20,000 ICE agents. They aren't going to be jailing "millions" regardless of what the presidential idiot says. The point of that claim was simply to scare people.
Not to mention, regardless of how many ICE agents are running around, there just aren't that many beds in detention centers.
ICE is already running at capacity. If you're guessing at what these upcoming "raids" are going to nab, you should predict the lower bound.

Internal enforcement, btw, is a different issue from border enforcement. The whole "concentration camp" thing is a separate issue from ICE enforcement actions.
