Both President Trump and President Xi want, in some deep sense, their respective countries to import less. President Xi has been somewhat more effective at achieving that goal.

That's an intentionally provocative framing, but Xi is deeply committed to the basic goals around "Made in China 2025" and China's imports of manufactures have (net of imports for reexport) fallen as a share of China's GDP under his tenure.
And best I can tell (and it is admittedly hard) the slowdown in China's own imports over the last 4qs has been an independent source of the global slowdown -- e.g. the weakness in China's imports of manufactures right now isn't just a function of weak trade and Trump's tariffs
