Is this a legally-binding declaration of the Ambassador as Persona non grata? I don't think so. Here is why . . .

4/ @realDonaldTrump saying "We will no longer deal with him" is not "notify[ing] the sending State that the head of the mission . . . is persona non grata . . . ." It is just claiming that the US "will no longer deal with him."
@realDonaldTrump 5/ My assessment would be that the US would have to formally notify the UK that we are declaring him persona non grata, not just that we won't deal with him. So, I conclude is that the President's Tweet is not a formal act declaring him persona non grata under the Vienna Conv.
