Sigh.

This is poorly reported. The proposed rule curtails asylum claims from aliens who enter (or seek to enter) via the southern land border—regardless if they are from Central America or not.

Many more applicants than just Central Americans transit through Mexico.
Although there has been a surge from Central America in the past few years, this rule sweeps more broadly than just addressing that surge—and reporters should be able to cover this very basic fact.

Why are journalists so bad at this?
And, btw, just as a practical matter I suspect that this rule probably puts certain applicants from non-CA countries who transit through Mexico in worse spot than some CA applicants.
It may be less likely that certain people fleeing persecution in Guatemala could seek protection in Mexico, which shares the same sorts of problems, than, for example, a Christian from China fleeing that country's anti-religion laws.

The outcomes here are unpredictable.
But the bottom line is that the rule is focused on entry via the southern border after an alien transits through any country who is a party to the Refugee Convention or Refugee Protocol.

Mexico is not the only one that many migrants transit through on their way to US via Mexico
