Trump is, of course, wrong to claim that China is paying the tariffs. The available evidence says that they're being almost entirely passed on to US consumers 2/ princeton.edu/~reddings/pape… 
They're also yielding very little revenue, in part because they've led to a sharp fall in imports from China. But we haven't been switching to domestic sources, at least not much. Instead, we've been shifting to other, higher-cost sources like Vietnam 3/
As a result, the Trump tariffs are kind of the worst of all worlds. They aren't creating US jobs, even in the tariffed industries. They're a minimal revenue source. All they're doing is diverting U.S. imports to more expensive suppliers. Make Vietnam great again! 4/
