The National Assembly as an arm of govt has a commission called the National Assembly Service Commission. It is an equivalent of the civil servant established by an act of parliament.
Under the law setting up the commission, there is what is called “Condition of Service” the guides the Operations and actions of every staff under the commission.

Déjà, pour planter le décor, le gaspillage alimentaire n’est devenu une chose politique qu’assez récemment. Il a fallu quelques décennies entre la fin des trente glorieuses et l’émergence d’une conscience sur le sujet.
Souvenez-vous, les plus anciens, l’anti-gaspi, ça concernait d’abord l’énergie. Et oui, la crise pétrolière, le fameux premier choc, était passé par là, on n’avait pas de pétrole mais on avait des idées.

Today , a mother to one of my Ugandan friends who studies around here called me . She was in so much pain , she cried on the phone for hours , she told me she hasn't eaten for days because she has not been in contact with her son.
Her son came here to do Political Science 3 years ago and is supposed to graduate this month . She almost fainted when I revealed to her that her son hasn't been seen anywhere near class for the last 2 years . He ONLY did 1st year of campus . She cried so bitterly , she wept .
