Worth underscoring: ES&S indirectly donated to two of the three people who will decide whether it gets to keep this contract.

Those donations (through the lobbyist PAC) were legal. It's the failure to disclose that was illegal.

Sorry, it turns out that election board members running for re-election have to recuse during the year they're running (this year), so the two who got donations aren't part of the reconsideration process. They WERE part of the original decision, though.
