Suppose we had a great gathering of Tribes once every couple years. These Tribes numbered say 30. The gathering would discuss issues that impact all Tribes. Some of these Tribes are very big Tribes(the hunt went well for them, their ranges are filled with Buffalo).....
Some Tribes are very small (their Chief taxes the hunt) anyway all of these Tribes come together to discuss the important issues of the day like if the tax on the hunt should be increased from 2 Buffalo skins to four or if the great glaciers melting will form into 5 great lakes.
Now those tritbes are all hip so they allow all a say within their individual Tribes on how their internal policies and paths should go. However, due to the size differences between the Tribes this can't be allowed at the gathering. If it was, the big Tribes would rule over all.
Some of those big Tribes are loco. Allowing them to rule over all the smaller Tribes would mean the entire Tribal nation would go loco in time. No, the best way is to allow all Tribes to have not only a say but an ability to group together with other Tribes of like minds to block
....the big loco Tribes. But the big Tribes should have more say in things like resources and what not since the smaller Tribes need less and the big Tribes need more. What to do, what to do? It was agreed that all Tribes get two votes based on being a Tribe. This group is given
...certain realms of influence and another group is selected from each Tribe based on their size. This group is also given certain realms of influence. In this way, the smaller Tribes are protected from the larger Tribes while the larger Tribes have more say on certain matters.
Each gathering requires a leader of sorts to direct things and not have the two groups going off the cliff during their Spirit walks. To select this leader the Tribes agree to use the same procedure they used to select the two groups for the same reasons. However, the Tribes ....
...know people with power will always try to corrupt the selection process so they think that a different group should select the leader using the same rules that selected the two groups (each Tribe gets two votes for being a Tribe and then more votes based on their population).
....and that number of people are selected via each Tribes rules and each Tribe takes a vote on who the leader should be. The group members selected can pick whoever the majority of the Tribe wants or if they think the Tribe is loco they can pick someone else.
Another vote is held of the selected group after the Tribes vote and the person who gets the majority of the votes is selected to be Big Chief until the next gathering. The first group selected agrees to meet off and on over the period between gatherings (as long as it doesn't
...impact their vacations) to go over anything major all the Tribes need (as long as it's not against the charter they all pledged to defend/uphold) The big Tribes are happy, the small Tribes are happy. The majority of people within the Tribes are happy. A few scream at the sky.
The gathering breaks up. The Tribe members go back to their daily lives and all 30 Tribes can do pretty much what they wish in their lands and they can all continue to be a member in good standing of the great United Tribal Nation. (UTN)
