The 1964 Civil Rights Act was an important achievement for the Africanamerican minority in the US, thanks to the persistent mobilization of people like A. Philip Randolph, a great leader, the introductor of nonviolence, mentor of Bayard Rustin, colleague of Martin Luther King Jr.
But Randolph’s immediate reaction to the Civil Rights Act was to claim that it was totally insufficient, that civil rights might mean nothing if they do not come together with economic security. Therefore he proposed a Freedom Budget for “achieving real equality in America”
This Freedom Budget, of $18.5 Billion for ten years, was conceived to produce full employment, a guaranteed income, rebuilding the cities, the provision of superior schools for all children, and free medical care for all citizens.
When I read today’s proposals of democratic candidates to presidency in the US, most of which are considered radical, and compare them with Randolph’s vision, I can’t believe how little has America progressed in 50 years!
