1/5 The whistleblower complaint details the alleged use by the White House of a secret server for trying to keep the Trump phone call memo from circulation. This is so damning, because there was no Nat Sec information that would make any normal classification threshold.
2/5 These documents always have both a classification level and annotation as to the distribution channels it can travel on. The fact that the memo was designated both “eyes only/do not copy” *and* withdrawn from normal circulation is extraordinary.

4/5 In Kissinger’s case though, He was trying to conduct diplomacy, even though he was withholding information from other ranking cabinet officials. Here, the information under discussion has nothing to do with policy. The White House knew how explosive this is.
5/5 The problem here is that Even though the White House try to hide the actual phone call MemCon, State Dept and other officials needed policy guidance after the call so they would know what to do in response, and these materials will show how State *understood* what happened.
