Their belief that he is on their side and sending coded messages means they look for, invent, and are prepared to believe any theory that makes his weird stray remarks and gibberish ravings into proof of their conspiracy theories.

Donald is aware the cult exists and he's not going to discourage them (why would he? they're on his side and think he's a messiah and his enemies are literally demonic) but I think most of the deliberate red meat to them in speeches is inserted by Stephen Miller and the like.
On his own devices, he doesn't *have to* pander to them, because they are combing over his every word for confirmation of pandering, which is honestly his ideal. He does nothing for them and they are grateful.
