Thanks to Jeffrey from @DemsAbroad for the following explanation about the differences of voting absentee with your state vs. voting with the Democrats Abroad in the democratic primaries. You can choose either:

As a US citizen living abroad, you have three options...
...when it comes to participating in Primaries.

1. Vote in your state/local party primary in the Spring/Summer 2020.

Some states require that you register/declare a party affiliation before an election, and some have deadlines for this registration. Usually...
...you can vote for Presidential candidates, as well as state/local primary candidates (depends on the state and if you check off "intend to return" on the registration form). You can do this by going to votefromabroad.org to submit your form...
2. Vote in Democrats Abroad's Global Presidential Primary.

You can vote in person at many voting locations, or by email with Democrats Abroad in Spring 2020. Make sure you are signed up to receive emails since the announcements of voting locations and participation...

3. Vote in both State/local and Global primary. If you select this option, you may vote in the Democrats Abroad Global Presidential Primary, and vote in your state/local primary, but only for down ballot races other than President.
Make sure you are both registered with Democrats Abroad, and that you send in a FPCA (Federal Post Card Application) form to your local election office at votefromabroad.org. (Note: some states do not allow you to vote in local elections if you do not 'intend on returning.')
If you would like to vote in the 2020 November Elections, make sure you do step 1 or step 3, after January 1, 2020. The FPCA form is only valid for the calendar year in which it is submitted.

Thank you Jeffrey, whoever yoiu are for the solid information. #YangGang you have a choice to vote with your state or DA. DA is more convenient and supports issues of Americans Abroad, but your state has more delegates up for grabs.
