In 1974 under chmn Rep. Peter Rodino (D-NJ), the House Judiciary Committee allowed the president's counsel to question and propose witnesses during the Nixon impeachment inquiry.

Trump said Friday the Democrats have "taken away our rights" by not following a similar process.
WH counsel James St. Clair was able to give the committee an oral summation and submit a written brief before the panel voted to approve articles of impeachment against Nixon.
The resolution the House passed -- nearly unanimously (410-4) -- to initiate the impeachment inquiry authorized an investigation but did not explicitly provide for the participation of Nixon's counsel.

That was an arrangement Rodino created for his committee.
