The video appears to come from the account "TheGeekzTeam." The account is listed as a creator for Meme World, the site created by far-right figure Carpe Donktum. Donktum attended the White House social media summit & met with Trump.

Ben Garrison, a far-right cartoonist who was also invited to the WH social media summit (invite later rescinded) & who also collaborates with Donktum (real name Logan Cook) & Meme World, drew this cartoon showing this network.
Donktum (Cook) is trying to downplay the video, and does not appear to have noted his connection to the video's apparent creator.
Just to clarify, there is no evidence that Donktum himself was involved with creating the video. Rather he has collaborated with the person who apparently created it.
The creator of the video apparently also at the time posted the video on The Donald subreddit -- which Trump's social media advisor is reported to check regularly & which Donktum has repeatedly posted on -- where users gave the post thousands of upvotes & praised the video.
Donktum has confirmed that TheGeekzTeam created the video & contributes to Meme World.
The video's creator has responded by tweeting a video of something with CNN's logo being imposed over it being blown up.
Donktum has now been suspended by Twitter.
Donktum's Twitter suspension appears to have just been reversed and his account is back up.
