Quite. Failure to publish the draft withdrawal agreement bill (in draft in a Whitehall drawer for a year) has been inexcusable bad government.
See this thread by @pauldalyesq from the beginning of the year but still on the nail.
Though note that the Eurosceptics mentioned have all apparently decided to forget their long-standing principled insistence on the importance of proper Parliamentary scrutiny of complex constitutional legislation and have their tummies tickled.

Not sure it’s a matter of political culture: the real problem with UK referendums is that there are no binding rules on when they are held and on what questions.
Referendums work well in countries that use them for deciding whether to change the constitution in specific ways (Ireland) or within a fixed framework of rules on who calls them and on what topics (Switzerland: and see ).
Outside a framework of rules, referendums are dangerous: ill-defined “fill in your dream here” options (Brexit); tool of demagogues (Hungary).

One strategy open to Johnson is to proceed with the Bill and simply to live (for the moment) with a Christmas tree of amendments (such as customs union/requirement to seek transition extension) that do not stop ratification or require re-negotiation with the EU.
(That category wouldn’t include a 2nd referendum amendment - which would stop ratification: but it is unlikely that there are the votes for that.)
The fact is that, after an election where he gets a majority (and that must be his medium term aim), he can simply pass new legislation to strip the Christmas tree of its unwanted decorations. And if he doesn’t get a majority we are in soft Brexit/CU territory anyway.

Again, important to distinguish types of amendments.
An amendment that required a change to the current WA provisions on length of transition (31/12/2020 in default but subject to agreement to further years) to a new default date would preclude ratification unless the EU immediately agreed.
But an amendment on Benn Act lines that required the Government to use its rights under the WA to request an extension (or to seek Parliament’s consent before not doing so) would not prevent ratification. And such a provision could be repealed by a new Parliament next year.

There are, as far as I can see, five plausible outcomes following Saturday's proceedings in Parliament.

Scenario (a) the Commons simply backs the Government's deal

This involves MPs first rejecting the Letwin amendment, then passing the original motion unamended. (1/x)
It is then up to the Government to decide how quickly to bring in the Withdrawal Agreement Bill. They might try to do it very quickly (to avoid in practice needing to ask for a "technical" extension) or they might ask for one and do things a bit more slowly (2/x)
Scenario (b) the Commons legally rejects the deal (to get an extension) but indicates a majority would support the deal if asked to pass the Withdrawal Agreement Bill

This involves MPs passing Letwin's amendment, then passing the main motion as amended. (3/x)

What else might AFV of the near-ish future have?

I’m not talking teleportation or anything obscene – I’m talking achievable advancements.

Let’s talk in platform/role agnostic terms (where possible) – It gets too emotional and there’s already enough in-fighting!

1/ I am an Irish national born in Northern Ireland, Irish by birth & Irish under the Belfast/Good Friday Agreement. I do not hold a British passport yet in 2016 I was told by the UK Home Office that I am automatically British by birth & I'd be unable to secure my husband’s status
2/ The dept suggested I renounce British citizenship in order to rely on my Irish citizenship, if I did so my husband would be able to remain in Northern Ireland as the spouse of an EU national. Under the #GFA we have the right to be accepted as Irish - not British, we appealed

On Monday, MPs approved Sir Oliver Letwin’s proposal to give control of the Commons Order Paper on Wednesday 27 March to backbench MPs so that they could hold indicative votes on alternatives to the Prime Minister’s #Brexit deal.
The decision to back ‘The Letwin Amendment’ was seen as controversial as it disapplied a Commons rule - Standing Order 14(1) - which says that the Government largely controls what business is debated in the House.
