Order of business message from the Hof C for today and this week suggests that the Gov IS planning to accede to the Letwin order of business. Of course that maybe changing as I write.

This suggests the WAB is finally being introduced.

It was expected to be long & contentious.
Even if the exhausted HofC try to skip steps I am pretty sure the HofL will be ready to review, given they have several high calibre lawyers (eg Lords Pannick and Hope) in their midst as well as v experienced Parliamentarians.

Whole week ahead:-

I do say this to all MPs.

“Don’t allow bully Johnson to rush you into making decisions when you are exhausted. It rewards bad behaviour & is unnecessary.

Just as a surgeon should not operate with shaking hands so you should not legislate when you cannot be cool and reflective”
I will wait until I see the draft act but if it contains the sort of provisions I expect and links into other critical legislation then months of debate and revision would be more reasonable than weeks.

Remember. The public want a final say. Don’t keep ignoring it.

Do it well
This thread has just come into my feed from the Brexit Specialist clerk in the House of Commons.

It confirms that the Commons will have sight of the WAB today.

The first reading is not a debating reading. It signifies that it is now before the House.

This suggests that HE has not seen it either.

He (or one of his colleagues) is likely to have to undertake a Research Briefing to accompany it to be lodged in the House of Commons library to assist MPs in their perusal of the Bill.

This means there’s a LOT of work to be done
It is May and Johnson’s fault that this has never seen the light of day in the House of Commons and the House of Lords.

Even more disgraceful that Johnson prorogued Parliament and has not load it in front of the House by then.

MPs could have used that wasted time to prepare
He is behaving like the scoundrel he is.

Repay it by being careful. By demanding time.
By being independent.
Stick with others who won’t be bullied.

There will be an extension.

Be wise.
I’ve just seen this.

Regulation introduced that is designed to restrict the rights of EU/EEA/Swiss and Turkish nationals to own and manage companies or to provide services in the UK on the same basis as UK nationals.

It is thought that the WAB will be an attempt to be a big power grab by the Executive removing oversight from Parliament of the huge wave of regs necessary to repatriate powers from the EU to the UK Parl

The previous tweet gives you a practical taste of what that could mean
Someone has just DM asking about the second reading of the WAB and if that signifies consent to its content.

A very clear NO to that one.

It is AFTER the second reading that the real tussles dpstarts because then the amendments are lodged by Parliamentarians.

Then debated.
Here is a link to the Parliament website on the various stages of Bill reviews.

The second reading is little more than saying “Yes. It is worth further debate”.

Not “Yes. We agree to its terms even in principle”.
