Parties to International Maritime Organization start to remove existing barriers for exporting CO2 to store it sub-seabed. This will probably accelerate CCS projects in Europe. given the long-standing Norwegian offer to import CO2.

CO2 removal will be needed to reach net-zero emissions, to offset 'hard to abate' residual emissions. Ecosystem-based approaches might suffice in some countries for net-zero, but hard to see how to reach net negative emissions globally (for 1.5-2C) w/o CCS
