Should innovation be restricted at gunpoint, or not?
You can ban some of the innovation in some of the places, but you cannot ban all of the innovation in all of the places.
There are some folks who want the US to be like Oracle: squeezing legacy companies locked into its platform even as its market share and relevance decline.
For comparison, here's commercial vs open source database share. You can milk the big companies, but that comes at the cost of future growth (namely startups).

Companies used to have cap tables.

Under the Warren act they will also have crap tables: a group of “stakeholders” without any money at risk who are there to give you crap.
The next step after shareholder capitalism is not “stakeholder capitalism” (death by a thousand vetos) but blockchain capitalism.

Bitcoin and Ethereum have shown us a way to allow anyone to invest in a new technology, taking both risk and reward.
Silicon Valley was built on the cap table. A way to economically align people from all around the world to build companies like Google.

1. The best way to think about #innovation is that it’s a result, it’s an outcome. We’ve commodified the word to mean a daily activity, but that sets you on a bad, and sad, path. The history of innovation is mostly defined by people who didn't use that word much, or at all.
2. First, it’s arrogant. If your team “innovates daily”, what do we say about Tesla’s work, or Marie Curie’s achievements, or true breakthroughs? Innovation used to be reserved for things that were significant positive changes for the world. Now it means you added a feature.
3. More profoundly, aim your ambition on solving real problems for real people. If you do that well (rare), people will come along later and call you an innovator, which is the truest validation of the term: that your peers give it to you, not that you took it yourself.

Le simplisme nourrit le populisme. Ce n’est pas parce que le monde est complexe que nous devons renoncer à l’expliquer. C’est l’objet même des réformes engagées depuis plus d’un an pour que la science et la connaissance puissent contribuer pleinement à notre projet de société.
En 2019, les crédits consacrés à la recherche s’établissent à 6,9Md€, soit une progression de 2,5 %. Sur deux ans, le budget de la recherche aura augmenté de 8 %, ce qui montre la volonté du @gouvernementFR d’investir dans le progrès des savoirs et la diffusion de l’#innovation.
