Right, climate twitter.

I've tried to draw up a simple, yet comprehensive, checklist of what every national climate strategy should include.

Strikes me that there's a lot of complexity put in the way of clarity. So I'm trying to shine a light.

Would love thoughts - here goes
1. Is there a clearly-stated long-term target, written into law?

2. Is there vocal political leadership on climate change, and a healthy political debate about strategy?
3. Is there a plan to achieve this target, distributed across different parts of government, including different ministries, and local or state-level government?

4. Is the plan measured, verified and scrutinised independently?
5. Does the plan include all the crucial sectors, i.e. transport (incl.aviation & shipping); power generation; housing; buildings; industry; land use and agriculture? Also climate impacts?

6. Does it include a transparent process for phase-out of fossil fuel extraction & use?
7. Are citizens engaged in this plan, both through democratic means (voting, deliberative processes like citizens’ assemblies, wider public engagement and consultation) and through the policies themselves?
8. Are the distributional consequences of the plan being addressed – in terms of different social groups, job opportunities, and geographical regions?

9. Do financial flows - government funds, regulations governing private capital; development aid - support climate strategy?
10. Is there a clear policy on the role of negative emissions, with separate targets and policy for greenhouse gas removal technologies?

And info about other attempts to do this.
ps I'm no expert on international negotiations but I did look to see if there's progress on agreeing what a NDC under the Paris Agreement should look like, and understandably it looks a) narrower and b) more complex than my list
