Republicans in the NC leg have proposed an inherently flawed map in the court-ordered redraw process. I’d like to break down exactly why this map won’t cut it for the redraw process. 1/8

Let’s start with the branding first. The GOP misleadingly refers to it as the “Common Cause map.” This is flatly false. The map was actually developed by a group of retired judges. I’ll be referring to it as the Judges’ Map from this point on. 2/8
The Judges’ Map is still a partisan gerrymander. After Common Cause v Rucho, GOP leadership said the map “ contained nine districts that favored Republicans and four districts that favored Democrats.” NC is a swing state. A fair map should be 50/50. 3/8
The Judges’ Map was drawn w/ racial data. The Joint Cmte stipulates that “the race of individuals or voters shall not be used in the construction or consideration of the districts in the 2019 Congressional Plan.” Some districts in the map were drawn explicitly w/ racial data. 4/8
The Judges’ Map has unnecessary county splits. It splits Pitt and Cumberland, contributing to the extreme partisan gerrymander of the congressional plan. A fair map is possible without splitting both counties. It also divides voters in Winston Salem and Greensboro. 5/8
The Judges’ Map violates election data criterion. Partisan analysis of this map has been available for years. Leadership chose it knowing the districts’ exact partisan swing. This violates their own adopted criteria prohibiting partisan considerations and election data. 6/8
To sum it up: It fails to fix critical elements of the current map, it’s tainted by racial data used in the drafting process, and is a cynical attempt by GOP leadership to introduce a “neutral” map that maintains an excessive and unfair partisan skew. 7/8
