This is a really underrated point. Mulvaney could have easily just not testified — instead he sued POTUS.
For those who are confused:
If Mulvaney truly didn’t want to testify, all he had to do was refuse on orders from the President. Then the Dems would be forced to sue or hold him in contempt.

If Mulvaney is actually trying to slow things down, he did this in exactly the wrong way, which wouldn’t be all that surprising, honestly.
