A person in custody is someone kept in remand while awaiting trial, or someone in prison, or a youthful offender in a borstal institution. These can also include a person undergoing treatment in hospital or in a mental health institution.
The institution where the person is held has the duty to help an inmate file a complaint in confidence to the Ombudsman. They should do this without asking to know what the complaint is about. The complaint should be sent to the Ombudsman using any of the addresses printed here.
A person in custody can complain about:
•Delays in service delivery, e.g. delay in hearing cases or returning of bond security documents
•Unfair treatment, e.g. in handling transfer requests, power of mercy petitions and probation decisions

Abuse of power, e.g. if administration officers collude with lands officials to sell your property while you are in custody
