3. Pakistan had 6-12 hours power shortage before 2014. The cost was 17 cents/kWh. Pakistan issued Upfront Tariff Policy for imported coal power plant to attract investment. The policy is open & transparent, applies to all investors. However, no US companies came to Pakistan.
