Much has already been written about this report, but I'll put down some [contrarian] thoughts of my own.

While the report casts a pretty negative light on the Akash; it does not appear to make any unequivocally false claims. Most rebuttals of the report have not really refuted any of its points, they have simply added the nuance and context that was missing.
Suggesting that this is the handiwork of arms dealers, dalals, vested interests, etc. helps no one. Even if it were true, that shouldn't detract from the very real concerns that have been raised.
In any case, fears about these dalals are overblown. Regardless of teething issues, the Akash appears to have earned user confidence. Which is why the IAF recently signed a deal to purchase seven more squadrons.

Work on follow-on variants (Mk-1S, Mk-II, and NG) is also ongoing. There hasn't been a single call to cease any of this work.
And lastly, negative reporting, no matter how hard to digest, is necessary. If there are lacunae in the appartus that develops/procures/operates the system, they deserve to be uncovered. That alone will build the public pressure necessary to drive improved outcomes.
