DEVELOPING: A total of 19 officers - from five different agencies - fired into the UPS truck, a senior law enforcement source tells @CBSMiami
The majority were from Miami Dade PD, but also included officers from Pembroke Pinea, FHP and Miramar.

The number of shots fired by the officers is not currently known but my source said it could exceed 200 rounds.

In addition to the UPS driver - who was on his knees - the innocent bystander was shot while sitting in a car waiting at the stop light in the intersection @CBSMiami

Asked whether police could have handled the incident differently, treating it more like a hostage negotiation, the senior official told me the blame lies with the carjackers.
“They dictate what happens and the bad guys dictates what happened here” @CBSMiami

To be clear, we do not know whose billets killed the UPS driver or the bystander. And the carjackers has been firing at officers during the chase and as the officers approached the UPD truck in Miramar. @CBSMiami

The shooting investigation will be handled by FDLE - because it involves police officers.
The investigation into the robbery and the carjacking is being led by the FBI. @CBSMiami

While the two carjackers were extremely dangerous and had already fired shots in Coral Gables and at police during the chase, there are going to be some tough questions that will need to be addressed:

-Why did police move in on the UPS truck in a crowded intersection

-Why not try to stop the truck earlier when there were stretches of empty roadway with few bystanders around

-Should they have allowed the UPS truck to continue on its way through the intersection and find another, less crowded place to stop it.

I realize it is easy to second guess a dangerous situation. And the police do a job that I would not want to do myself

But innocent people are dead. Questions need to be asked.
