"Every other (Senate) impeachment has had witnesses."
(McConnell, 1999)

McConnell also right Clinton's trial started w/o agreement to call witnesses who'd already given hours of Grand Jury testimony.

1999 = all witnesses heard.
2020 = looking dicey.
Graham, Senate Judiciary chair: "I don't want to give it any legitimacy, because it’s a crock.... I don't need any witnesses at all. I am ready to go.”
Bolton’s lawyer in Nov: Mr. Bolton knows ab. “many relevant meetings and conversations” connected to Ukraine that have not been shared with investigators.
So, it will depend on whether Murkowski, Collins, Gardner join Romney in insisting, mid-trial, that witnesses be called.

Also, a huge difference between 1999 and today: Clinton cooperated, didn't block witnesses. Trump has blocked all witnesses/documents.
