On September 24, we filed several FOIA requests at OMB — the White House's budget office — asking for the public release of a range of Ukraine-related records.

According to public testimony in the House impeachment hearings, the directive to freeze security assistance to Ukraine had been given by President Trump to Acting White House Chief of Staff Mick Mulvaney who then gave it to OMB.
Records, testimony, and public reporting confirmed that OMB instructed the Pentagon to withhold the aid to Ukraine.
