Part of @OSCA_est2008's mission is to educate- here goes. In response to yesterday's incredible misunderstanding of an arrest by Special Constables on a #TTC streetcar (disclaimer- These comments are my own and do not reflect @TTC_CEU or anyone else at @TTC): #Toronto #topoli
Lots to unpack here. Stay with me:
1) SPCs and Fare Inspectors are NOT the same. SPCs are Peace Officers. Fare Inspectors are civilians.
2) The subject was not beat up/assaulted. He was arrested. Lawfully. By Peace Officers (SPCs). After responding to riders requesting help.
3) SPCs are authorized to carry prohibited weapons, such as pepper spray/foam and to use reasonable force BASED ON THE SUBJECT'S BEHAVIOUR.
4) SPCs are trained in the same Use of Force model as Police in #Ontario. The subject CHOSE to assault SPCs and resist a lawful arrest. Containment and OC foam deployed. Appropriate from what can be seen in the video and based on the use of force continuum.
5) Even if fare was free, which this assoc has NO position on, the male still would've been arrested because he was reportedly intox/aggressive, and assaulted the SPCs. He was NOT arrested for fare. Comments on video suggest this person is a repeat offender
6) Critics: If you were assaulted by this subject, would you just stand aside and let him walk away, continuing to be aggressive and assaultive, go on to hurt others? If officers had done this, and the subject hurt others, what would you say about the officers involved then?
7) De-escalation is always attempted but the subject determines the course of the interaction. When de-escalation fails or stalls because the subject behaves violently, the officers should not be expected to just allow themselves to be assaulted. #safeatwork
8) @kristynwongtam @BradMBradford @m_layton your comments were irresponsible, unfair, uninformed. Apologies are owed to the officers involved and to your communities for spreading misinformation about SPCs, who work hard throughout Ontario to keep people safe. #knowthefullstory
9) To set the record Straight:
Special Constables are not security and not police. They are Special Constables. They have police powers conferred upon them, as Peace Officers, to deliver public safety services within their respective communities/jurisdictions.
… Assaulting a Special Constable carries same consequence as assaulting a Police Officer.
Lastly, why is the subject given benefit of the doubt but wrongdoing is assumed of the officers, who dedicate their careers to keeping the TTC community/riders safe?
