Step 1.
Collect/make a list of all your local/national/online newspapers. In particular get the name and department for each section of the different papers. The more variety and more options the better. Direct emails only not “info@localpaper” you have to go direct.

Reach out to them to establish a relationship. Introduce yourself & let them know you're interested in sending them shots of events & news as they break in your city & even beyond. Reach an agreement on rates, etc.
Step 2.
ALWAYS carry your camera! And if you hear of anything interesting happening in your area. Take a good few shots, process them and send it to the newspaper as soon as possible.

(Make sure you only ever send your best shots, and NEVER just ok shots, if you piss them off they will just block your email and you can't return from there).

In a month, depending on how serious you are and how frequently your shots are selected for content, you can make a living doing this alone. The National Dailies pay the most.
