And one fix for a really bad part of the problem.
The Senate excludes the majority non white populations of DC and the territories. We can fix that without a constitutional amendment tomorrow.

The only silver lining - which we were able to show thanks to @thehauer data - is that if humanity makes it to 2100, the share of the population that could control a Senate majority would tick back up to 17 percent.

@thehauer But by another metric, things will be way worse. The overrepresentation of the smallest state relative to the largest state (by population) will double from its current 67-to-1 between WY and CA, to almost 160 to 1. We haven't seen things that bad since the Robber Baron era.
