5th Cir. changes its mind in the case of a disabled man who was picked up by local cops, dumped at the county line, then hit and killed by a car.

It now says it's unconstitutional to arrest and dump vagrants, but a reasonable officer couldn't have known that. Immunity for all.
The court had previously ruled that it was unconstitutional for the police to seize people for the purpose of ridding the county of vagrants, and that this should have been obvious.
