5% in ICU.
Now calculate what 10% / 5 % of your town population actually means.
Then go count the free hospital beds.
Spot the problem?
You don't want to be in a position where you have to choose who to give oxygen to because there isn't enough devices for everyone.
Also -other sick people normally there? Still there.
It does because our health systems cannot cope with such an outbreak. We'd need 10 %-5 % extra capacity &we don't have that.
Next guy/girl telling me "healthcare savings are needed" I might punch
