Dude with the same name as mine who keeps using my e-mail account just literally opened a bank account tied to my e-mail.

I'm basically getting all his personal and financial data and this is how hell looks like

Seriously, what this thread is telling me is that we are overdue for standards and regulations around e-mail confirmation. All this mumbojumbo about 2FA solves nothing if regular people give away their data to wrong e-mail addresses this easily.
And I'm not talking about small companies: Apple let him register an account with my e-mail. Frigging Apple. And I spent hours explaining Apple support how messed up this was.

Banks. We're talking about financial institutions here.
