Carter's last "operational contact" with the CIA was in July 2011, well before had had initially met with Podobnyy in January 2013.
Podobnyy himself had left the U.S. sometime in September 2013.
If Carter wasn't briefing the CIA about his interactions with Podobnyy, then who was being briefed about it?
