Reminder, Trump has already taken punitive public-policy actions against New York and admitted they were retribution for state investigations of his crimes.
Trump seemingly let his resorts in Ireland and Scotland corrupt his already-terrible COVID response, which is itself built around the primary goal of goosing stocks to help his reelection. He will FOR SURE let hatreds and his desire for legal impunity compromise it further. 
Again, Trump has already directed punitive action at the state of New York explicitly to extort Cuomo (who doesn’t control investigations) into ending criminal investigations of Trump.
He's shaking down New York because New York is investigating his crimes. He admitted this very recently.
And with this president we can't be sure he isn't withholding supplies from disfavored states and cities. He's admitted to abusing power to punish New York for investigating him.
Today, Trump publicly took sadistic joy in hearing that Mitt Romney might have COVID19. Now recall the biggest hotspots in America are Washington, whose governor he called a snake, and NY, whose citizens he's already harmed as retribution for the state's investigations of him.
Trump says if states want the federal government to be a good partner to them in fighting coronavirus, "they have to treat us well."
