Okay, here we go with an historic livestreamed, electronic Wilmot council meeting. Dawn Mittelholtz (Director of Clerk's Services) is explaining the format of this meeting. Mayor Les Armstrong gets things started with a moment of silence for those suffering under the pandemic.
Councillor Gerber with the land acknowledgement this evening.
No disclosures of pecuniary interest, so we're on to the first agenda item. Ms Mittelholtz is giving a report about a proposed amendment to the Procedural by-law. Coun Gerber moves the amendment; seconded by Coun Gordijk.
Mayor Armstrong asks councillors by ward if they have any questions about the amendment; none are offered.

Now voting in order of ward - carried unanimously.
We're on to a report by Patrick Kelly (Director of Finance) about Fiscal and Economic Support for COVID-19. Similar proposals have passed in other municipalities.
Questions from Coun Hallman: When would the next instalment for property taxes be due? Mr Kelly: April 30.

How will the changes be made known to the public? Mr Kelly: via corporate communications, which has already been working hard to spread the word.
Coun Gordijk asks for clarification about some of the figures mentioned in the report, which Mr Kelly addresses.

Couns Fisher and Gerber voice their support for the proposed measures, which will help residents during a difficult time. Coun Pfenning concurs.
Coun Fisher moves; Coun Hallman seconds.

Voting taking place now: the recommendation is passed unanimously.
Next: Recommendation "THAT By-law No. 2020-10 be read a first, second and third time and finally passed in
Open Council".

Coun Pfenning moves; Coun Gordijk seconds.

Voting: passed unanimously.
The Confirmatory By-law No. 2020-11 is moved by Coun Pfenning, seconded by Coun Hallman.

Passed unanimously.
Mayor Armstrong says he appreciates all of the hard work being done by staff and council. "Remember to wash your hands, and try to keep a smile on your faces."
Recommendation: "THAT we do now adjourn to meet again at the call of the Mayor." - Carried

Ms Mittelholtz thanks everyone for their patience, and thanks IT for setting up the online meeting. She adds that public registration to listen in is a requirement of GoToWebinar...
...She assures the public that "Names and emails will not be retained by the municipality, nor used for any other purposes."
