This is the plan from @ScottGottliebMD and others on the best way to re-open the country. I have a lot of respect for Scott. Will add some summary, but good to read. And he’s a good Twitter follow.
Let me summarize the plan but it is quite readable. @ScottGottliebMD and team break things down into 4 phases. They are similar to what I have said, but I like his better.

1- Slow the spread
2- Reopen regionally
3- Establish protections
4- Ready for future pandemics 2/
Very smartly, they don’t make the triggers time-based, but based on concrete steps we need to take. Policymakers must take this to heart.

They outline the key steps in each phase and the trigger to get to the next phase. 3/
In Phase 1: Maintain physical distancing, increase diagnostic testing capacity to 750,000/week, scale contact tracing, isolation, double ICU & vent capacity (or less w better isol), increase PPE, implement point of care testing, serological testing & a nat surveillance system.4/
And 14 days of home isolation, monitoring all international travel, GPS tracking (must be temporary), surge health care workforce, offer local isolation, encourage the public to wear masks. 5/
They list the triggers for moving to phase 2. 6/
I’ve got to take a pause while I do some interviews but will cover phases 2, 3 and 4 in a bit and then give my feedback. 7/
Phase 2: Schools, businesses open. Teleworking, limit on social gatherings. Isolate Americans 60+ & those w chronic illness. Implement regionally and incrementally. Be prepared to revert to Phase 1. Activate immune population. Work on therapies & vaccines continue. 8/
The trigger for moving to Phase 3 is a safe vaccine or highly effective therapies. 9/

Phase 3: vaccine is being produced and populations prioritized. Reduce severity with new therapies. Build population immunity and remove barriers.
Phase 4: invest in vaccine development for future, fortify the health system. Create predictive capabilities.
I believe this plan is as close as we have to a viable path forward. I expect it to evolve over time.

It will require hardship and patience. And letting scientists catch up. And organizing at the federal and state level better with consistent messages across parties./end
