It is frivolous to complain that the sight of a makeshift hospital scares people. Vucic is absolutely right to respond, "It should. Stop flouting the lockdown orders." Most people will find this criticism frivolous, as they should.
What *isn't* frivolous is that Vucic has assumed “full supremacy” over decision-making, despite his limited constitutional powers. (The article doesn't mention that Vucic has all but declared that Serbia is now a Chinese colony in Europe.)
