.@GavinNewsom: "We have tested 126,000 people in CA. It isn't enough, and as your governor I own that. Many people have had to wait 12 days for results, frustrating you and frustrating me. So I formed a task force led by private and public sector leaders."
"We are now in a position where I can confidently say it's a new day and we're turning the page on our old approach for how we coordinate, collaborate, organize, and distribute information to the public. We'll increase fivefold the number of daily tests in CA over next few weeks."
"The issue of testing - I own that, you deserve more and better &that's what I'm committed to advancing to you today. We specifically have a new partnership with UC Davis and UCSD to create 5-7 hubs w/ high throughput and work with different vendors to increase testing capacity."
"Stanford is the first to have the serology test, the blood-based test, in CA. We are now in a position where we can announce more point-in-care tests - to get tests back in 5-15 min. Abbott Labs will have at least 75 sites. This will allow more data collection."
"We're moving beyond just the PCR tests. The approach is a comprehensive one, geographically considered and much more organized, not just in terms of supply chain but also data collection and information-gathering. We have now 13,000 tests out of 126,000 waiting for results."
"We've substantially reduced backlog, due to commercial labs stepping up. Around the frustration with data - one of our largest counties was providing data, but not in the real time you deserve. You deserve more and better."
Dr. Charity Dean, co-chair of new testing task force: "We'll look at everything being done and where we can do more. This is a private-public partnership, and we're doing this side-by-side. Co-chair, Paul Markovich from Blue Shield."
Markovich: "We have 30 people volunteering to help with this issue. I have optimism, not only bc of team, but bc we're managing to gather the data we need to to understand what supplies are available, know where the scarce supplies are, and distribute to the hubs."
"We want to understand all possible new tests that are coming out, gather info, and let experts decide which hold the most promise to increase our testing capacity. We are starting to get some traction in assembling these facts and help the state make informed decisions."
.@GavinNewsom: "On medical supplies, I feel like I'm a full-time operator taking incoming texts and emails from friends of friends who have something in mind of how they can help. We've been overwhelmed and humbled by those willing to support our efforts."
"We want to make it easier for everyone, so we created a new site called covid19supplies.ca.gov - I want to thank @salesforce for putting this together - people can fill out what resources they have available. And asking manufacturers who are willing to ship resources."
"Just yesterday we had rocket scientists up here showing us bridge ventilators. They could procure with old windshield wiper kits, shows the ingenuity of what people are putting together. They were able to get the specs and turn those around in a few days."
"We have already distributed 41.2 million N95 masks to date. Gives you a sense: as soon as it comes in, we get them out."
"Hospitalized: 2300. People in ICUs: 1,008, a 10.9% increase from yesterday. 12,026 individuals have tested positive for COVID-19 - a 12.4% increase from yesterday. you saw the significant increase in total number of tests - reducing the backlog, there is an increase."
"We also have new numbers on CA Health Corps - over 79,000 individuals have signed up. As we vet all those, there are thousands that already work in health care system that are looking for other opportunities. It's a staggering number of individuals."
"We now have hundreds of new hotel rooms brought on overnight for homeless, 7198 under occupancy agreements and we're getting people off the street in real time. We want to continue to get those numbers up."
"We are very focused on our seniors. They continue to be a top priority, and we're working with CDC to focus on hot spots that are clearly clustering in the state of CA and rest of country to protect our seniors."
"On Monday, we'll talk more about total assets we've procured from our bed and acute care perspective. We continue to work on other issues - small business needs, cities & counties, school system wifi hotspots. The most important thing you can do is practice physical distancing."
"There's some enforcement up and down the state - some are more high-profile than others. The state is always prepared to do more, and don't force our hand in this respect. Continue to encourage your friends and colleagues."
"Wear face coverings at the grocery store, make sure you're practicing physical distancing and the appropriate hygiene practices."
How many tests per day should CA perform?
"I want everyone tested that needs to be tested. The appropriate community surveillance that we can do strategic testing, testing to get ppl back in the workforce. All of that needs to take shape. Numbers need to multiply exponentially."
"Don't complain and don't explain. I'm not going to explain why we didn't do more and better, but we're going to do more, and I own that. We're going to work with all testing modalities and not pick and choose and see what works to scale across the state to get the coverage."
"We procured some masks that were moldy. This has been described, appropriately, as the Wild Wild West."
"I hope to make some announcements Mon and Tues about larger supply chain issues to give you more confidence your tax dollars are being well invested and we have appropriate security measures in place."
Should sports start again in Aug/Sept?
"I'm not anticipating that happening in the state. We've all seen the headlines - some businesses in Asia opened and then closed again because of spread. One has to be careful not to overpromise. I have a lot of friends in MLB/NFL.."
"I'm not here to second guess anybody, but our decision on that basis, at least here in CA, will be determined by the facts, by the health experts, by our capacity to meet this moment and bend the curve and have the facts to determine if that's appropriate."
"Just weeks ago we laid out most comprehensive reforms of Medicaid, integrating physical and brain health, $700 million in budget proposal to do that. All of that and more is being reviewed, all of that is being recalibrated in relationship to budgetary crisis starting to manifest"
"2.1 million Californians have filed for unemployment insurance so far. So with the budget, everything is being reconsidered. But health care is always a priority and we won't walk away from reforms because reforms can happen during a good day and a bad day."
Would you send testing supplies to other states, like Oregon to NY?
"Yes, if we're able to do so. Unequivocally."
In Sacramento, people have been infected from megachurch. Have you talked to faith community?
"The consequences of that are devastating. Practice physical distancing, be it tribal nations, be it faith leaders. Everyone in CA, practice physical distancing. Period. Full stop."
"Faith-based communities are all about love. If you love thy neighbor, you will practice physical distancing. It's faith and works. As we pray, let's move our feet. And let's move our feet six feet apart from each other."
Will healthcare, essential workers be prioritized in testing?
"Always, individuals hospitalized for clinical purposes. Health care workers, front line workers, first responders. We have broadly put together protocols of prioritization to get a strategy to get ppl back to work."
"We now have over 8,800 sites we're monitoring. You're seeing some of the facilities where 2/3 of the patients are testing positive, and families staff having to deal with the consequences."
Is the state giving consideration to LGBTQ people?
"Yes, from an LGBTQ perspective, from an age perspective, from a geography perspective. Dr. Fauci was a hero decades ago in how he met the moment in the HIV/AIDS crisis. It's a point of pride for me for as former SF mayor."
"Again, social persuasion is the best enforcement of our stay-at-home order. I continue to be mesmerized by heroism of front line employees, teachers, parents. I want to thank all of those participating in Health Care website and serve.ca.gov website."
