I had conversation with NH SoS Gardner about me participating on a panel. That didn't happen, obviously
He wanted me to say voter turnout is solely voters' choice. I said is an important factor, but there are other factors, like election laws
NH SoS Gardner told me this would be the "Democratic" meeting of commission and he'd have control of agenda. Doesn't seem to have panned out
I suggested Kobach and his crew wouldn't want me to testify, if for no other reason I'm an expert in the @ACLU lawsuit against him
I doubted I'd be formally invited to testify. Not being invited helped me avoid difficult decision of risk of getting used vs. stating truth

Some good news for #electionnerds. The Sloan Foundation provided us with support to collect a national snapshot of the voter registration databases with 2018 vote history. This is the first step to create an apolitical organization to collect and disseminate voter files
The political parties and their partisan vendors do a great job with creating national voter registration databases for their candidates and allied groups. There are some apolitical organizations that can't work with them, though.
Another limitation from an academic perspective is the parties and data vendors often employ proprietary algorithms and give limited (and costly) access to their data, if at all. An academic sandbox will facilitate more research in a more transparent environment

This outrage is directed at something called "normalized vote" and is a cornerstone of just about every partisan fairness metric. The court-appointed 11th member of New Jersey's state legislative commission has used it in the past 4 redistricting cycles
In the 1970s Rutgers political scientist Donald Stokes was appointed by the NJ Supreme Court as the 11th or tie-breaking member of the newly created NJ state legislative apportionment board
Faced with 5 Democrats and 5 Republicans, Stokes said that he would vote for the party's plan that best achieved a set of criteria that he had devised, including one for partisan fairness

Since I work closely with early voting data across the country, a few observations about NC and elsewhere
NC is perhaps one of the most transparent states in the country. They have a centralized election management system that local election officials use to track absentee ballots, early voting, voter registration, etc., all available on a public ftp site dl.ncsbe.gov/?prefix=
On the other extreme there are states where each locality runs elections. Take Alabama. When we called local election officials for their absentee ballot counts we literally were told that they had to look in a folder so they could count them (when someone would return our call)

🗳⚠️Lets talk about Sacramento voting because it’s insane. Stumbled across this Voters Choice Act Counties ballot type count 67,417 dropped off 150k returned? Turns out this was the banner year that EVERYONE is mailed a ballot and you can vote anywhere #CitizenAudit
There’s 3 levels for the locations with little rhyme or reason but the drop off locations are fascinating. They open October 8th and according to the rules anyone can host a box🤣Supposedly an employee is supposed to have eyes on it at all times (of wherever the business is)
Really fast, stats are hard to find but in 2010 Sacramento had 269,562 immigrants the breakdown of their citizenship status is hazy at best but boils down to unauthorized. In 2016 there were supposedly 56k undocumented with 2.7 total in California.

Today Riverside County and Secretary of State said numbers were updated. How can #RiversideCounty have a staggering 22,427 more votes for @MarkMeuser than the Secretary of State? Is it because Padilla is the other candidate? 27,251 total is a big deal #CitizenAudit

There was a ~10% undervote in the Senate race, very likely from Republicans. Had these all consolidated behind de Leon, he could have been elected Senator by bad-faith trolling.
Top Two is a horrible experiment brought to you by the same “political reformers” who are trying to monkey with the size of the House and end single member districts and first-past-the-post
Top Two and jungle primaries depress voter turnout by depriving voters of meaningful choices when two candidates of the same party go to the general election. It should be ended in all states where it’s currently practiced.

Voter turnout in the 2016 election was higher than it was in any presidential election in the 1970s, 1980s, or 1990s, and it'll likely be higher this year than in any midterm since 1970. Indifference is not the threat we're facing.
Since folks are quibbling, I'm talking about percent of eligible voters, as measured here. But however you cut the numbers, it's not the case that we're in a period of low voter interest. fairvote.org/voter_turnout#…
Democracy is in crisis in the US, but it's not because voter interest is declining. Voter interest has been rising in presidential elections for thirty years, and more or less stable in midterms for longer than that.

What makes US voter turnout as % of voting-age population (55.7%) so awful is that US ranks as one of best countries in terms of voter turnout among REGISTERED voters (86.8%). US just makes it more difficult to register/vote than most OECD countries w/hard impact on working poor.
Ways Sweden gets 87.2% voter turnout:
* All citizens over 18 automatically registered
* "Advance voting locations" open in Sweden 18 days before election where people can vote early
* Some hospitals form election committees where patients, doctors can vote
* Election on a Sunday

Yesterday late afternoon #Russia/n forces took 3 positions in Qusseyr and Juseh and established checkpoints. #Hezbollah, not informed of the Russian presence, came close to these forces and asked their immediate pull out+
Following the direct intervention of President Bashar al-Assad, the Russian force pulled out this morning and avoided any clash with #Hezbollah in the area.

hezbollah maantin and kept all positions. The #Russia/n move was not coordinated.+

#Hezbollah did not...I repeat, did not pull out one single element from the area.

I spoke to people on the ground: The Russian decision was unclear and considered unwelcome by the forces on the ground. Still, many elements of this move are unclear.
