Employer definition is broadened to allow associations with geographic *OR* industry commonality of interests.
Sole proprietors could join AHPs. 
Proposed rule includes nondiscrimination provisions to prevent cherry-picking/adverse selection. 
DOL estimates 11 million presently uninsured people could become eligible for AHPs. 
Bottom line: this rule would let a lot of small businesses and sole proprietors band together to get out of the broken individual and small group markets and into the large group market that has been working much better.
There is a 60-day comment period. Will be interesting to see if the liberal groups clicktivist bomb the docket.
