1/ A few problems here. First, the fact that the kids are cousins had nothing to do with their admittance. That link is not part of the "chain". And calling it "chain" is a deliberate obscuration of "family", so points off for propagandizing.
2/ Married children are the second-lowest priority, F3. So after a 5 year wait to become citizens, another 23, so we're out to 2046 for the next step.
3/ If their kids were still little by then, they could come in as a family. But they'll be adult by then. So these cousins get to come in in 2074.

Next step, the following century.
4/ So this is all about a couple of cousins getting in coincidentally in 2074?
Coincidence, because both children have to get in individually, become citizens, and file for their children.
5/ It's not even a chain. It's a family tree!
6/END But if you're from Norway, you can cut 10 years off each step.

But by then, the parents might have retired to Norway, since the standard of living is higher and they have better healthcare.
