In the case of a mistaken alert, like the Soviets nearly responded to TWICE in 1983, weeks apart, we run the risk of ANY president being railroaded. We need to stand down from the hair-trigger one-man's button stance.

The House bill introduced last year by @tedlieu is simple and a start, @SenSchumer. My problem with it is it leaves the determination of whether an attack has occurred in the hands of the president. I'm afraid we can no longer view that as adequate.
