What you will find is likely out of date, such as this version:
legis.ga.gov/Legislation/en…
The key provision is "accesses a computer or computer network with knowledge that such access is without authority" is guilty of a misdemeanor. The exceptions below this have changed, like one for ToS violations, but not the hack-back exception.
So when you google "confidential site:atlantaga.gov", and download one of those documents, you are possibly guilty of this crime.
